Enable --incompatible_enable_proto_toolchain_resolution and --prefer_prebuilt_protoc so Bazel downloads a pre-built protoc binary from official protobuf releases rather than compiling it. Protoc plugins and the runtime library still build from source. Co-authored-by: Claude Opus 4.6 <noreply@anthropic.com>
